Developing and maintaining a content management system is a huge undertaking that constantly requires facing and overcoming new challenges.

Are there any organizational characteristics that make it easier to accomplish such a monumental task? Which is better suited to the task, an open source community or a business organisation?

Using the Plone community as an example, we will focus on two such characteristics: emotion and culture.
